Insurance & Compliance
Our operating model, screening approach and regulatory posture, stated for insurers and counsel.
1. Purpose of this page
Insurers, vendors, counsel and regulators ask the same questions about a delivery marketplace. This page answers them in one place, at the level of detail we can accurately stand behind. It states our approach and current operating position; it does not assert any certification or authorisation we have not obtained.
2. Our operating model
- Cariverr is a local on-demand delivery marketplace connecting customers and businesses with independent delivery partners.
- Delivery partners are independent delivery partners — self-employed businesses. They are not employees of Cariverr.
- Delivery partners use their own vehicles and are responsible for the vehicle insurance the law requires them to carry.
- Service tiers: Standard and Express.
3. Geographic posture
| State | Delivery | Note |
|---|---|---|
| New York | Live | Includes New York City, where Cariverr meets the app-based delivery minimum-pay standard under Local Law 115 and tops up any shortfall. |
| Pennsylvania | Live | ABC-type test for unemployment; multi-factor control test for workers' compensation. |
| New Jersey | Not accepted | Cariverr does not currently accept delivery orders with a New Jersey pickup or dropoff point. |
See the canonical Coverage statement.
4. Screening and verification
- Identity verification is completed during onboarding and is required before a delivery partner can be activated.
- Background screening is conducted during onboarding. Where a consumer reporting agency is used, it is conducted in line with the Fair Credit Reporting Act (FCRA), including the disclosures and written authorisation FCRA requires, and the adverse-action process where it applies.
- We do not publish screening vendor pricing or internal screening configuration on this website.
5. Driver classification posture
Worker classification is decided by the facts of an operation and by the law of the relevant state, not by the label used in a contract. New Jersey applies a strict ABC test under which delivery work is presumptively employee-classified; that is precisely why Cariverr does not currently accept delivery orders with a New Jersey pickup or dropoff point. Our operating posture in the states where we deliver is contractor-based, and it is reviewed with counsel as the business develops.
We are deliberately not publishing state-by-state classification legal conclusions on a marketing website. Counsel can obtain our internal analysis directly.
6. New York City minimum pay (Local Law 115)
New York City is supported. Cariverr meets the app-based delivery minimum-pay standard under Local Law 115: delivery partners are guaranteed a minimum floor, and Cariverr tops up any shortfall. Partners remain independent, self-employed businesses — the floor is a pay protection, not a reclassification.
7. Insurance
Delivery partners are responsible for maintaining the vehicle insurance the law requires of them, and for carrying the appropriate cover for commercial delivery work. Certificate-of-insurance requests from partners, insurers and vendors should be directed to operations@cariverr.com, and we will respond with what is available.
8. Data protection and security
Identity, screening and delivery data are protected with access controls and encryption of data at rest. See Trust & Security and the Privacy Policy.
9. Vendor and partner due diligence
Vendors, insurers and counsel requiring corporate information, our entity details, or a compliance point of contact should email operations@cariverr.com. Security questionnaires should go to security@cariverr.com.
